In 95% of the US (geographically) it's not feasable to not drive a car daily. Giving the winner a hybrid means they won't be driving their gas guzzlers. Bikes and public transit are nice but not too useful when there's no buses or even sidewalks. You have to understand the people that this is marketed for.
